Easiest way to tell the difference is that the 2B1 doesn't have any large bits of equipment presumably part of the recoil mechanism) above the barrel, whereas the 2A3 does. 2A3 also doesn't have the large support arms on the last four roadwheels, whereas the 2B1 (shown here very clearly) does.

The 2A3 Kondensator 2P was a Soviet 406mm self-propelled howitzer. First seen in 1957 during a Red Square parade, it was thought that the weapon was a mere mockup, created for deterrent effect. It had a crew of 8 and had a rate of fire of 1 round per 5 minutes. There were 4 Kondensators built. It was in service in 1956 and was retired by mid-1960.
